Self-style former employee of the NHC, Ms. Elizabeth Bowada claimed she received “orders” by the Court that reinstated her to the position of acting managing director that which prompted her, with assistance from a bunch of “rogue policemen” and supporters stormed the NHC HQ at New Horizons building at ATS block opposite Jacksons International airport last Thursday – May 4, 2023.
She forced handing over of the keys to the Office of the NHC MD to her when the incumbent Mr. Henry Mokono was yet to arrive for work that day.
Several NHC staff there were threatened and “chased away” as she addressed an almost-empty conference room there about the Court’s ruling on her “judicial review” which she took against the State, Public Service Commission, Department of Personnel Management, National Housing Corporation, and incumbent MD Henry Joseph Mokono.
Bowada was arguing in Court that under the Regulatory Statutory Act (RSA), the NHC board was ignored and was not consulted in the appointment process of Mr. Mokono hence, the process was void.
In a stiff objection to Bowada’s interpretation of the Court’s ruling, Mr. Mokono said the court never gave “specific orders” that reinstated Bowada to her acting position – never.
The Court only ruled that appointment of incumbent MD, Mr. Mokono has not followed proper process.
Mr. Mokono said yesterday – Saturday, 6 May, 2023 – that his lawyers were already in Court and appealing the ruling of Deputy Chief Justice, Justice Ambeng Kandakasi as well as seeking further clarifications on his April 28, 2023 ruling on Bowada’s judicial review.
Mr. Mokono further stated that the status quo within the NHC management shall remain as it is until the Appeals Court deliberately on the Applications by Mokono’s legal team.
At this juncture, Mr. Mokono appealed to the police hierarchy within the NCD Metropolitan Command to issue instructions to their men to stand down and not to take sides and disrupt normal operations of the NHC, and protect State institutions and public servants.
“Bowada claims to be a lawyer and should have known better the implications of the Orders and not to misconstrue and misinterpret them and by doing so also misled her supporters to mobilize and destroy state assets and harass innocent public servants,” Mokono said.
He promised that the “criminal acts of Boweda and his rogue policemen and supporters for illegally intruding and taking NHC under siege are being investigated, and she will be arrested and prosecuted”.
Mokono officially signed his four-year employment contract at the Government House on October 26, 2021, following a process of external advertisement, job interview, NEC, and National Gazette.
Since his appointment, Mokono’s primary tasks have been in areas of but not limited to:
implementing a new organizational structure, staff development, and up-skilling to bring credibility to the organization;
installing accountability, transparency, good governance, restoring virtues, and best practices;
down-sizing of NHC work force from 380 to 218 and saving government of K6 million in wages annually;
Deliver the stalled Durand Farm Housing project;
Renovation of the NHC Tokarara headquarters, which the government has already allocated more than K10 million for this purpose;
Cleansing and prosecution of those engaged in corruption and the mess in the NHC and restoring public confidence in the organization.
