MINISTER EXPLAINS DPM PERFORMANCE AWARD SYSTEM

The National Cultural Commission has been consistently providing Annual Commitments and Reports for the last three years thus rating it the best performing agency in the public service.

That is why its agency head, Mr. Steven Enomb Kilanda, has been awarded as such for the years 2021 and 2022. The Department of Personnel Management awarded Mr. Kilanda the best performing agency head on August 28. This is his second consecutive year Mr. Kilanda has attained such an award from DPM.

Explaining the process of the award by the DPM, the Minister for Tourism Arts and Culture, Isi Henry Leonard said NCC may have been the only agency that is consistently feeding an online Performance Management System (PMS) operated and administered by DPM.

The PMS is an integral part of the Performance Based Departmental Head Contract System that commits each departmental head to performance targets as agreed to with each portfolio minister on a regular basis in accordance with the policy, strategic direction and priorities of the National Executive Council. It is a computerized online system designed to provide for interactive communication between the respective agency heads, the political heads and other stakeholders in the PMS.

The Minister said PMS was introduced by the Executive Government under Section 24A of the Public Services (Management) Act 1995 for appraisal of performances of departmental heads consistent with their contracts of employment.
The system aims to ensure all departmental heads, provincial administrators and other heads of regulatory statutory authorities take ownership to manage and submit their key result areas and assessment reports through the online system every year. All political heads and board chairpersons of regulatory statutory authorities are expected to use the same PMS system to provide their assessment of their respective agency heads for the same corresponding period.

He said his ministry, under which NCC operates has been consistently playing its part ensuring all requirements for the corresponding period are achieved and the details entered and submitted to DPM within the required timeframe.

DPM is responsible for the proper administration of the online PMS. It is also responsible to train agency PMS users on how to enter profiles for agency senior managers whose key performance indicators are the agency head’s key result areas.

The department, on an ongoing bases, build agency capacity to utilize the online PMS for managing performance of the agency heads and monitors progress made on the quarterly deliverables of the key performance indicators.

DPM also advises on performance management informing who is complying to their contractual obligations and who is not, subsequently acknowledges efforts on complying with contractual obligations.

The agency or the department concern, on the other hand, develops annual performance agreement with identified key performance indicators, quarterly deliverables and identifies the person responsible for performing the key performance indicators. It monitors progress by consulting with respective managers on progress made and enters updates quarterly on the online PMS on an ongoing basis.

The agency or the department further prepares annual performance assessment report and submits to stakeholders such as DPM and Office of Chief Secretary.

According to DPM, NCC has been consistently compliant to all the requirement of the process thus elating it above others. Translating that assessment to the head of the agency, DPM, as a result, rates Mr. Kilanda’s performance well above the required level. The department considers that, a high commendation of delivering substantially more than the commitment made within the agreed time and cost limits.
