ROSSO ENCOURAGES COLLABORATION FROM KEY STAKEHOLDERS FOR SUCCESSFUL IMPLEMENTATION OF THE STRATA TITLE ACT

THE Deputy Prime Minister and Minister for Lands, Physical Planning & Urbanization Hon. John Rosso, is encouraging collaboration from key stakeholders such as government agencies, property developers, financial institutions, regulators, municipal authorities and legal experts to successfully implement and advance the Strata Title Act in Papua New Guinea.

Deputy Prime Minister Rosso highlighted the importance of the Strata Title Act as a transformative tool for the real estate sector in Papua New Guinea during a Strata Title Implementation Workshop in Port Moresby yesterday.

“This broader stakeholder engagement is a critical step in ensuring that we move forward together, with a shared understanding and commitment to the goals we seek to achieve through this transformative piece of legislation.” Rosso said.

He explained that the lawrepresents a significant shift in how we manage land and property development, and it is essential that everyonework collaboratively to ensure its effective implementation.He added that the Strata Title Act offers an innovative approach to land ownership, home ownershipand development, particularly in our urban areas where space is increasingly limited.

“By enabling the subdivision of buildings into individual units that can be owned, sold, and managed separately, we are opening new doors for property development, investmentand homeownership in Papua New Guinea.

However, the successful implementation of the Strata Title Act requires more than just a legal framework—it requires the active participation and cooperation of all stakeholders involved.” Deputy Prime Minister Rosso stated.

Developers need clarity and certainty in the processes that govern strata developments; financial institutions need confidence in the security and viability of strata-titled properties; regulators need the tools and knowledge to oversee compliance effectively; and municipal authorities need to integrate strata developments into their urban planning and service delivery strategies.

“This is why suchengagement is so important. It provides us with the opportunity to align our efforts, address any concerns, and ensure that everyone involved understands their roles and responsibilities. It is also a chance for us to gather valuable feedback and insights that will help us refine our processes and improve the overall implementation of the Act.” Rosso said.

The Deputy Prime Ministerencouragedall stakeholders to remain engaged, proactive, and committed to the success of the Strata Title Act. He reiterated that this must be a

collective effort, and the benefits of getting it right are significant—not just for the developers and property owners, but for the broader economy and society as a whole.

He expressed his sincere gratitude to DLPPU Secretary Mr. Benjamin Samson and the entire Strata Title Implementation team for their dedicationand hard work.

“Their efforts in developing the business processes and forms necessary for the implementation of the Strata Title Act have been invaluableandprovides us with the solid foundation we need to bring this vision to life,” Deputy Prime Minister Rosso said.

The Deputy Prime Minister concluded by expressing his gratitude to all participants for their valuable contributions and reaffirmed his commitment to regular consultations as the Strata Title Laws continue to be refined and implemented.
