IN a landmark move to fast-track digital transformation across Papua New Guinea, Kumul Consolidated Holdings (KCH) and the Department of Information and Communications Technology (DICT) signed a Memorandum of Understanding (MoU) recently at KCH’s office in Downtown, Port Moresby.
This partnership is set to revolutionize government services in the country by driving innovation and efficiency in digital platforms. KCH, the primary State-Owned Enterprise (SOE) managing key digital service providers like PNG DataCo, Telikom PNG, and Datec PNG, will collaborate with DICT, the government’s leading agency in internet and communications technology.
The MoU creates a framework for collaboration between the two organizations, supporting the government’s efforts to enhance service delivery, create economic opportunities, and build a sustainable digital economy. The initiative aligns with the Digital Government Act 2022 and the Digital Government Plan 2023-2027, which aim to modernize public services through smarter technology.
“The MoU creates a roadmap for KCH and DICT to work together in delivering and managing digital government services,” said Mr. Konaka, a representative of KCH.
The partnership will focus on the design, development, and implementation of digital services tailored for citizens, businesses, and government agencies. The goal is to enhance the accessibility and efficiency of public services, making them easier to use and more effective for the people of Papua New Guinea.
Under this collaboration, KCH subsidiaries will operate under specific Service Level Agreements (SLAs) or Mandatory Service Agreements (MSAs) to deliver key projects. A major focus will be on implementing the GovPNG Technology Stack, an innovative platform designed to provide streamlined digital services.
This milestone agreement signals a new era of cooperation in digital service development. With both parties committed to delivering digital solutions that drive the country’s digital transformation, this partnership is poised to significantly benefit the people and economy of Papua New Guinea.
By working together, KCH and DICT aim to build a digital government that is responsive, accessible, and efficient, marking a major step forward in the nation’s journey towards becoming a digitally empowered society.
