Bird asks govt clarify delegation of responsibilities

EAST Sepik Governor Allan Bird has appealed to the government to clarify on its important responsibilities in dealing with the national issues throughout the country, including service delivery.

The Governor made this call today in parliament, in respect to the need of proper approach that is required to address outstanding commitment and issues affecting people in the different provinces.

A biggest issue that Governor Bird pointed out was the prevailing law and order issue.

He said the government’s approach in dealing with the policing and funding allocations seems to be not showing any improvement or effect in the communities.

“If the responsibility is given to someone, example the policing, it applies across, to the electoral commission and the discussion as well on provincial and local government,” Governor Bird stressed.

The Governor referred back to a previous case, having an argument with a minister responsible for Electoral Commission.

“We were asked for the census. East Sepik Government put down K3.4 million to pay for that,” Bird outlined in his speech.

“The question is, who is responsible for the outcomes. Is it the minister and his NSO team or is it the East Sepik Provincial Government but we were asked to pay.”

The Governor reiterated that unless you make someone responsible for the result, nobody is going to be responsible for the result.

He claimed that there is a lack of complete efficiency from the top authority to the bottom which is evident through Members complaining.

“The response needs to come from government how it wants these results delivered,” the Governor stated.

Meanwhile, Governor Bird called for proper auditing in every province on whether funds dispersed are fully utilized in service delivery.
