Port Moresby, Monday, 14 April 2025: I would like to extend my sincere gratitude to all the Provincial Administrators who attended the meeting last Friday (11/4), which was convened by our Prime Minister. Your presence and active participation clearly demonstrate the shared commitment and responsibility we all have in ensuring the successful delivery of the 2025 Local Level Government (LLG) elections.
Despite speculation from some naysayers about possible deferments, the Prime Minister assured us that the necessary funding will be available and confirmed that the elections will proceed as scheduled. This assurance sends a strong message of confidence in our collective ability to uphold this critical democratic process.
In emphasizing the importance of these elections the Prime Minister highlighted that the 2025 LLG elections will ensure leaders are in office in time to lead preparations for our nation’s 50th Independence Anniversary. LLGs will play a pivotal role in both organizing the celebrations and taking ownership of activities marking this significant milestone in Papua New Guinea’s history.
Furthermore, the Prime Minister issued clear and firm directions to all Provincial Administrators to mobilize staff from non-essential sectors to support election operations. This strategic move will ensure adequate human resources without disrupting vital government services particularly important directive from the Prime Minister was that no public servant should demand additional allowances for election-related work. Public servants are already on the government payroll, and their contribution to the election process falls within their official duties. Rather than working the usual eight hours in the office, they will be redeployed to support the election in the field. Any public servant who demands extra payment or attempts to obstruct the process will face disciplinary action, including termination if necessary.
I would also like to express my deepest appreciation to the Secretary for Finance, for his unwavering support and understanding in ensuring the timely release of funds through the Provincial Finance Management System. This partnership is key to ensuring transparency and efficiency in managing election-related funds.
I further extend heartfelt thanks to our core partners: the Electoral Commissioner and his staff; the Minister for Administrative Services and the Minister for Treasury.

The overwhelming unity and commitment demonstrated by our Provincial Administrators reflect a growing maturity and readiness across the provinces to work hand in hand with the national government-not only in conducting the 2025 LLG elections but also in driving forward broader development initiatives throughout Papua New Guinea
As we advance, I assure all Provincial Administrators of my Ministry’s full commitment to continuous dialogue and cooperation. Together, we will ensure the smooth delivery of the LLG elections and strengthen local governance to bring real, positive change to our communities.
