Kumulsoft Limited, a homegrown software company based in Port Moresby is proud to announce the signing of a Memorandum of Understanding (MoU) with the Department of Information and Communications Technology (DICT) on Tuesday 15th April, 2025.

This partnership recognizes Kumulsoft as the key solution partner in the government’s digital transformation journey that aims to improve property management and safeguard the assets various departments in the country.

Department of Information and Communication Technology (DICT) secretary Steven Matainaho expressed his gratitude towards the local company who has tapped into the digital space with the vision to help organization protect their assets.

He said since the inception of the Digital Act by the Parliament in 2022, government approach focuses on Digitalization from Cloud Hosting all the way to application and software as a service.

“Kumulsoft happens to be one of those companies that has made quite big encroach into the government and particularly with the its Fixed Asset Management system”, Matainaho said.

“One of the things that the Digital Transmission policy and digital government plans highlights is that we look at ways to be more cost effective in the way we deliver services to our people”, the Secretary said.

“Our services must bring about efficiencies into our government services, it must cut down on operational cost and where we can increase government internal revenue and growing the economy in a broader picture,” he said.

The co-founder of Kumulsoft Paul Muinnepe, outlined the journey taken to finally have the Fixed Asset Management system in place and the MoU Marks the milestone and an achievement for the sacrifices made in the years.

While outlining the struggles faced through the development of the Software up until its success, Mr. Muingnepe’s story reflects a dedicated dream that became fruition after so much sacrifice have been put in.

Kumulsoft Limited was founded in 2009 by Marsh Narewec and Paul Muingnepe. At that time, Marsh was a programmer at Bank South Pacific, and Paul was working as a Fixed Assets Officer at the University of Papua New Guinea.

Paul faced challenges in tracking the University’s assets and created a basic database using Microsoft Access to address this issue.

Recognizing the potential of this solution, Marsh and Paul collaborated to develop it further, leading to the creation of the Fixed Management System (FAMS).

Marsh initially served as the CEO, guiding Kumulsoft through its early stages. Recently, he chose to serve the nation in a broader capacity and was elected as a Member of Parliament for Wau-Waria Open in 2022 national general election.

Following his transition into public service, Paul stepped up to lead the company, ensuring continuity and driving Kumulsoft’ s mission forward.

The Kumulsoft initial offerings included FAMS and the legal Practice Billing System, Known as ‘Success’. These systems operated separately but effectively addressed specific needs. Over time, they were integrated under the Kumulsoft brand, enhancing their capabilities.

Today, Kumulsoft was proud to introduce Kumulsoft SaaS, a cloud-based platform that scalable and accessible solutions for asset and legal practice management.

The Kumulsoft is excited to announce the signing of a MoU with DICT and is committed to implementing Kumulsoft as per DICT standards.

This partnership recognizes Kumulsoft as a Key solution partner in the government’s digital transformation journey and concedes with the governments digital transformation goals.

Mr. Muingnepe thanked software developer that he brought in to help develop the software and also brought in Rajul Shah to be the CEO of the company going forward.

Rajul Shah holds wasp experience in the digital technology for 23 years and her inclusion was an investment to the company as stated by Mr. Muingnepe.

Miss Shah expressed her commitment to take the company to the new heights while meeting the set goals and customer expectations.
