Dept unveils new corporate plan, rebrands identity

The Department of Provincial and Local Level Government Affairs unveiled its new corporate plan for 2025–2030 and a refreshed brand identity during a triple launch ceremony last Friday.

Minister for Provincial and Local Level Government Affairs, Soroi Marepo Eoe, who officiated at the event, said the rebranding represents the department’s evolution and commitment to improving service delivery to the people.

“The rebranding reflects the department’s evolution from its establishment as the nation’s first department to its ongoing role supporting the lower levels of government,” Minister Eoe said.

He said the new look, including a redesigned logo, is aimed at strengthening communication and partnerships with stakeholders.

“DPLGA remains dedicated to ensuring that services, resources and development reach the people by improving coordination and monitoring mechanisms,” Minister Eoe said.

The corporate plan outlines key strategies to enhance local governance, improve service delivery, and introduce digital systems for better accountability.

Department Secretary Philip Leo also announced major reforms under the new structure, including decentralizing key positions and strengthening digital integration for data collection.

“We are sending 20 officers to the provinces to keep an eye on everything happening on the ground. That’s the key reform we are implementing,” he said.

Mr Leo explained that the department would take on a stronger role in security and policy coordination through technology.

“We will be the primary point to collect baseline data from villages and wards. Our digital system will help us track and monitor activities effectively,” he said.

The new system Is expected to ensure accountability, particularly with local-level governments and service delivery at the grassroots level.

Secretary for Personnel Management, Taies Sansan, who attended the event, commended the launch and stressed the importance of executing the plan effectively.

“This is the first corporate plan the department has launched in many years. The vision is clear – to establish a decentralized, accountable, and responsive local governance system in PNG,” Ms. Sansan said.

She acknowledged the department’s efforts to align the new structure with cost-saving measures and the government’s decentralization agenda.

“Even though there was an increase in positions, the restructure resulted in a saving of K2.4 million. It also addresses overlaps and strengthens provincial monitoring roles.”

The new corporate plan is supported by a structure approved in late 2024, which includes positions dedicated to digitization, monitoring, and stakeholder coordination.
