Parkop calls for stronger leadership and constitutional reform

Governor for the National Capital District, Powes Parkop, made powerful and thought-provoking remarks on the floor of Parliament today, addressing the Constitution, the passage of bills, and the nature of national leadership in Papua New Guinea.

Governor Parkop’s statements were described by many observers as “profound and timely,” highlighting fundamental weaknesses in the current Westminster system of government, which he argued does not fully suit Papua New Guinea’s context.

“The Westminster system was designed for Britain, not for Papua New Guinea,” Mr Parkop said. He emphasized that the country needed a system that reflected its own realities, cultures, and development aspirations.

He further argued that the Prime Minister’s tenure in office should be extended to ensure that development agendas and objectives across all sectors were delivered effectively and equitably. He questioned what any Prime Minister could realistically achieve within only 12 to 18 months in office before facing the threat of a vote of no confidence.

He cited historical examples, noting that the late Grand Chief Sir Michael Somare was removed through a vote of no confidence despite having greater aspirations for Papua New Guinea, and that the late Sir Mekere Morauta also suffered the same fate despite his bright ideas and sustainable reform plans for the nation.

The NCD Governor also called for greater scrutiny of bills and laws before they are passed, saying that all proposed legislation should be properly vetted and reviewed by Members of Parliament to prevent hasty decisions that could negatively affect citizens.

“At the end of the day, it is the people who feel the consequences of selfish, wrong, or corrupt decisions made by leaders,” he said.

Governor Parkop’s strong contribution to the grievance debate today earned praise from fellow leaders and citizens alike, with many describing him as one of the most respected and reputable figures in the House. Younger politicians have been encouraged to learn from his leadership and integrity.
