A final 10-day Basic Gender-Based Violence (GBV) Survivor-centred Counselling Training is underway in Bougainville to strengthen GBV response at the sub-national level.

The Department for Community Development and Religion, through the National GBV Secretariat (NGBVS), in partnership with the PNG Counsellors Association, is facilitating the program.

On behalf of Department Secretary Mr Jerry Ubase, Acting Deputy Secretary Ms Jenny Kila officially opened the training last week.

She said the Government of Papua New Guinea is encouraged to see the final phase held in Bougainville and commended participants for their commitment.
“For many survivors, the first person they turn to is someone within their own community. This training strengthens that support.”
“We also acknowledge the continued support from the Australia–PNG Law and Justice Partnership and the people of Australia,” she added.

ABG Secretary for Community Development Mr Medley Koito welcomed the initiative and highlighted its importance for frontline workers.
“Our frontline workers carry a great responsibility in our communities. This training builds on their strengths and will benefit families across Bougainville. We are pleased the final phase of this national rollout is taking place here,” he said.

Australia–PNG Law and Justice Partnership (APLJ) Bougainville Lead Ms Joanne Clarkson also acknowledged the dedication of frontline responders and stressed that strong partnerships and training opportunities are essential to better support communities.

Participants from Bougainville, West New Britain, New Ireland and East New Britain include government officers, police, safe house staff, health workers, church and youth leaders, and community volunteers who often serve as first responders to survivors.

The Buka program will end this Friday and is the final training in the three-province rollout, following sessions held in Wewak and Madang last month.

The Basic Counselling Training supports national priorities under the Medium-Term Development Plan IV and aligns with the National GBV Secretariat’s mandate to strengthen frontline GBV response across the country.
