Minister Masere commissions Moale Haus 2, new vehicle fleet and leadership transition at PNG Civil and Identity Registry

Minister for Administration Services and Minister Assisting the Prime Minister on Constitutional Matters, Richard Masere yesterday officially commissioned Moale Haus 2, a new fleet of operational vehicles and presided over the handover-takeover ceremony of the Acting Registrar General of Papua New Guinea Civil and Identity Registry (PNGCIR).

Speaking at the ceremony, Minister Masere described the occasion as a significant milestone in the Government’s ongoing efforts to strengthen public institutions and improve service delivery throughout the country.

“The commissioning of Moale Haus 2 and the new vehicle fleet demonstrates the Marape-Rosso Government’s commitment to investing in the systems and infrastructure necessary to deliver essential services to our people,” Masere said.

Minister noted that the PNG Civil and Identity Registry plays a critical role in the administration of legal identity, citizenship services, civil registration, and the National Identification (NID) program.

He emphasized that a strong and effective civil registration and identification system is fundamental to national development, effective governance, and improved access to public services. Moale Haus 2 will provide much-needed office accommodation to support the Registry’s expending operations and implementation of its approved organizational structure.

The facility is expected to improve workplace efficiency and strengthen the institutions capacity to meet growing service demands.

Minister Masere also commissioned two Land Cruisers and two staff buses, which will support civil registration and NID out rich programs, particularly in rural and remote areas where access to government services remains challenging.

“The Government expects these assets to be managed responsibly and used effectively to improve service delivery outcomes for our citizens,” he said.

The ceremony also marked the formal transition of leadership within the Registry. Minister Masere acknowledged the contributions of ongoing Acting Registrar General Ms. Salome Bogosia Keari and thanked her for her dedication and leadership during a period of significant organizational development.

At the same time, he welcomed incoming Acting Registrar General Mr. Leslie Simon, encouraging him to lead with in integrity, professionalism, transparency, and accountability as the Registry continues to expend birth registration coverage, improve service accessibility, and advance the national identification rollout. Minister Masere reaffirm the government’s commitment to supporting the PNG Civil and Identity Registry in delivering modern, accessible, and efficient services to all Papua New Guineans.
