GUINA Mea, a humble and dedicated man from Rigo with a heart to serve his people, was all smiles today as he received a brand new PMV (Public Motor Vehicle) from Mama Bank under the Rigo Credit Guarantee Scheme.

The handover took place outside the Mama Bank office in Port Moresby.

The Rigo Credit Guarantee Scheme is a joint initiative between the Rigo District Development Authority (RDDA) and Mama Bank, established in 2022 shortly after Sir Ano Pala returned to office.

The program aims to improve the economic wellbeing and living standards of the people of Rigo District—particularly women—by enabling access to credit and business opportunities.

“This is my first time getting into business and being part of the Rigo Credit Guarantee Scheme under the partnership between the RDDA and Mama Bank,” said Mr. Mea.

“Although the PMV comes with a significant loan, the cost will be shared between myself and the DDA. I plan to serve the people of Rigo while repaying the loan and operating the vehicle.”

Charles R. Amini, Second Secretary to the Office of the Member for Rigo, confirmed that Mr. Mea is the 17th recipient of a vehicle under the scheme.

“We signed an MoU with Mama Bank in April 2023, and since then, we’ve rolled out 17 PMVs through this scheme,” Amini said.

“Beyond vehicles, we also support other small-scale ventures such as table markets, stores, and agriculture. We’re also looking to expand into blue loans for fishing and green loans for agriculture.”

He further explained the benefits of the scheme: “It has been impactful for improving individual livelihoods. Our partnership with Mama Bank allows us to be flexible with loan terms and provide interest rate rebates. The DDA plays an active role in supporting beneficiaries.”

Mr. Amini urged the people of Rigo to take advantage of this once-in-a-lifetime opportunity.

He said the scheme is open to all people of Rigo, and he is look forward to seeing more of them participating—not only for their personal gain but for the broader economic development of the district.
