In an inspiring ceremony marking the 3rd Graduation of the Somare Institute of Leadership and Governance (SILAG), graduates were called upon to embrace their critical role in reforming Papua New Guinea’s public service.
The event highlighted the need for innovation, integrity, and resilience in leadership, emphasizing that the future of national development relies heavily on an effective public sector.
In his address, Chief Secretary to Government Ivan Pomaleu emphasized, “Public service is the engine room of government, driving essential sectors such as health, education, and infrastructure.
Your generation must close the existing gaps and modernize the bureaucratic processes that have hindered progress.”
Pomaleu outlined the challenges facing the nation’s bureaucracy, including cumbersome decision-making processes, resource mismanagement, and weak performance incentives.
He highlighted that established in 1954, SILAG has been pivotal in shaping the ethos of public service in Papua New Guinea.
“The institute is now implementing reforms including mandatory leadership training for public sector advancement and partnerships with international institutions to enhance best practices. These initiatives are foundational to building a resilient and responsive public service,” stated Pomaleu.
The call for reform is underscored by the need for practical strategies.
Graduates were urged to simplify decision-making, base decisions on reliable data, and foster inter-agency collaboration.
“Bureaucracy must be an enabler, not an obstacle,” Pomaleu noted, advocating for a shift towards performance-based rewards and the integration of digital tools to enhance citizen engagement.
As the graduates prepare to step into their roles, the future of Papua New Guinea’s public service is uncertain.
“Your integrity and leadership will define the next 50 years of our nation’s story,” Pomaleu stressed, reminding them of the weight of their responsibilities.
