Hela Provincial Government Unveils Twin Tower Investment in Waigani

The Hela Provincial Government and Hela Development Authority have marked a milestone with the official unveiling of the Hela 1 and 2 Twin Tower buildings in Waigani, National Capital District.

The buildings, which house key national departments including Finance, Implementation and Rural Development (DIRD), and the National Civil and Identity Registry (NCIR), were launched on Wednesday during a ceremony attended by Hela Governor Philip Undialu, all local MPs in the province, Defence Minister Dr Billy Joseph and NCD Governor Powes Parkop.

The project was funded by the provincial government through Hela Investments Limited, the development arm of the provincial government. Governor Undialu said the real estate investment reflects Hela’s long-term strategy to secure sustainable revenue beyond the lifespan of its oil and gas resources.

“Hela is a beneficiary of non-renewable resources, which will eventually run out. This investment is part of a deliberate policy to channel 20 percent of our PNG LNG revenue into sustainable projects,” Governor Undialu said. “This is the first of many investments to come, and it belongs to the people of Hela.”

Governor Parkop commended the initiative, noting that NCDC was proud to host Hela’s investment in the capital and would continue to support its growth. Governor Undialu also requested NCDC’s assistance in securing land titles through the Department of Lands for the planned construction of Hela 3 and 4 buildings.

The Hela government has set an ambitious target of building K100 million worth of assets over the next decade, while aiming to generate an annual K100 million revenue stream through its investment program.

Mr Undialu emphasized that Hela Investments Limited was led by a professional team mandated to deliver projects on time and within budget, ensuring transparency and accountability in the management of provincial funds.

“Hela Province has often been referred to as the nation’s ‘backpage,’ but we are determined to rise above that perception. These investments are designed to sustain Hela for the future, long after oil and gas are gone,” Governor Undialu said.
