Manning orders probe following heated dispute over police recruitment

COMMISSIONER of Police, David Manning, has advised that police personnel involved in a heated exchange at the National Centre of Training Excellence last week, have been removed from their positions while investigations take place.

Deputy Commissioner of Police (Administration) has been tasked to examine allegations made during the heated exchange.

“l am aware of an unprofessional exchange between personnel at the National Centre of Training Excellence last week,” Commissioner Manning said.

“l have no tolerance for such unprofessional conduct by those involved in the section or training our future police officers.”

Manning in a statement said that the Deputy Commissioner of Police (Administration) was tasked with conducting a full review of recruitment activity and will determine if there has been any deviation from approved recruitment practices.

“Suspension, dismissal from the Force, and criminal charges will be the end result for those involved if there is even the slightest truth to these allegations,” he warned.

According to the statement the two members at the centre of the incident have been suspended and will face disciplinary action for their disgraceful conduct.

“Should investigations reveal any ranking officer was present during this exchange, they will be dealt with for failing to exercise supervision of those under their command,” Manning added.

“This behaviour by police personnel is totally unacceptable and I do not want those involved anywhere near recruits, who we are training to be committed to only the highest standards of professional conduct.

The review, led by the Deputy Commissioner (Administration), will investigate allegations of impropriety in the selection process, which were brought to light during the exchange and subsequent social media reports.

Manning highlighted that the Royal Papua New Guinea Constabulary (RPNGC) demands the highest levels of integrity, commitment, and accountability.

“Any person found to have been improperly admitted to a recruit training program will be subject to immediate dismissal and criminal investigation. Any person found to have aided an improper admission will face dismissal and criminal prosecution,” he said.

Manning further stressed the importance of impartial recruitment processes in sustaining a career of service in the RPNGC.

Following the launch of the unprecedented recruitment drive in 2023, a professional recruitment agency was engaged to oversee the process and work alongside the RPNGC’s Administration wing.

The review will cover all aspects of the recruitment process, including the performance of HR and Training divisions, recruit suitability, and the integrity of professionals attesting to their qualifications.

Manning assured that swift changes would be made if deficiencies in the Administration Wing are identified. External HR or Training professionals may also be engaged to address any shortcomings.

While the review is underway, recruits will be confined to Physical Training and Parade/Drill activities at the National Centre of Training Excellence.
