‘PUSSYCAT’ evading cops

Deputy Commissioner for Bougainville Police service Francis Tokura has expressed concerns over the evasive nature of A notorious criminal known as the “Black Pussycat” who has evaded the Police for the past four years.
We have launched our special operations to catch criminals wanted for murder, rape armed robbery. We have caught most of them and some have been convicted by the Buka National court while some are still going through committal process at the Buka District Court. But Black Pussy cat is still at large.
Tokura said Black Pussycat has been causing havoc at Wakunai along the Bougainville Highway whenever he has a score to settle with Autonomous Bougainville Government or Business houses or any Individual on Bougainville. He is from Wakunai and is at a strategic spot along the Highway. In his reign of terror, he has stolen the vehicle belonging to the Tinputz Police Station, murder, confiscating private vehicles and demanding for ransom and other criminal activities.
Meanwhile Mr Tokura said that they have renewed their police partnership with Royal PNG Constabulary and Royal New Zealand Police Force (RNZLPF) after stopping it three years ago. We have a New Zealand police program that has been running on Bougainville since 2004 straight after the signing of the Bougainvillea Peace Agreement. The program was to support the Bougainvillea police service which was also been created around that time to enforce law and order during Post crisis era. And basically that Bougainville police partnership program was to support community policing and community auxiliary program. In 2021 after a review, we decided that program to be handed over the Bougainvillea Police. But now we want that program back but this time we will focus on the administration of community policing. Prior for the Program to be dropped in 2021, the program then was focused on operations like investigation, prosecution and other front line policing activities.
