Police Minister Onglo launches RPNGC new Corporate Plan

THE Royal Papua New Guinea Constabulary (RPNGC) has launched its 10-year Corporate Plan 2021-2030 in Port Moresby today.

Minister for Police and Member for Kundiawa-Gembogl, William Onglo while officiating at the launch in the presence of the Police Commissioner David Manning and senior police officer said the plan is to guide the RPNGC management, staff in the administrative and operations of RPNGC for the next 10 years.

While the 10-year Corporate Plan is seen as one of the important milestone for the Police Department, Minister Onglo also highlighted some of constraints faced when dealing with the administration and operational functions within RPNGC.

Some of the constraints faced by RPNGC administrative and operational functions include:

  • RPNGC’s 2021 Budget-K64.2 million less from last year’s budget.
  • In-Service Police Training-K1.4 million required.
  • Recruitment-Currently less than 5,000 police officers. Or RPNGC police to population ratio is about 1:1, 367.
  • United nation’s recommended police to population ratio of 1:450.
  • Covid-19 Concept of Operation.
  • Inadequate capacity and resources for investigations and prosecutions for general crime.
  • High profile cases still pending prosecutions.

Minister Onglo said the Corporate Plan is seen as a way forward in addressing the existing issues within the unit as well as paving a way forward in securing a safer community through alliance and partnership with the community.

He said with the implementation of the new 10-year Corporate Plan, there is a need to:

  • Take ownership of the new Corporate Plan for Administrative and Operations purposes.
  • Guide the management to seek increased annual budgets.
  • Guide the management to plan and provide more training.
  • Guide to management to recruit and train more police personnel.
  • Increase staff capacity for the Family and Sexual Violence Units around the country with support from the Special Parliamentary Committee.
  • Complete rollout of FSVU at the three (3) remaining provinces.
  • RPNGC has capacity and resource issues and not leadership issues and the Marape-Basil. Government is very well aware of it and are taking every steps possible to address it.
  • Planning of Police Operations for the 2022 National General Elections.

The Minister also commands that as far as Policy and Legislative Matters are concerned, all RPNGC Development Agendas must be built around the RPNGC Corporate Plan 2021-2030.

He said the Corporate Plan lays the foundation for collaborate efforts between the RPNGC and partner agencies, including the national and provincial governments and administrations, local level governments, law and justice sector, national government departments and agencies, churches, non-government  organizations (NGOs), development partners, and donor  agencies.  

The Minister said the RPNGCs 10-year corporate vision and plan aims to be a professional and trusted community-oriented Police Services with its Mission which focuses on securing a safer community in partnership.
