Calm restored in Nipa-Kutubu as Security Forces launch counter-terrorism operation

Calm has been restored and the Highlands Highway reopened in the Nipa-Kutubu district following swift intervention by security forces to dismantle a blockade staged by an organized group.

The incident, which Commissioner of Police David Manning described as an act of terrorism, saw sections of the highway damaged in an attempt to force government action.

“The destruction of critical infrastructure, such as a major roadway, to compel government action is an act of terrorism,” Commissioner Manning said. “The actions of this group are unacceptable and unlawful. Their actions in damaging critical infrastructure risk the lives of our communities who rely upon this roadway for goods and services, as well as access to medical care.”

The Commissioner confirmed that a major joint operation by the Royal Papua New Guinea Constabulary (RPNGC) and Papua New Guinea Defence Force (PNGDF) restored calm over the weekend. “The Prime Minister made his expectations clear to stop lawless behavior in Nipa-Kutubu and under my direction the RPNGC and PNGDF have achieved this outcome,” he said.

Phase two of the counter-terrorism operation is now underway, targeting those behind the highway destruction and ensuring long-term stability in the region. Manning said the operation is being conducted under the Counter-Terrorism Act, granting law enforcement enhanced powers and protections.

“I have authorized the use of measures available under the Counter-Terrorism Act, and approved counter-terrorism operations to remove this threat to our national security,” he stated. “Surveillance, financial analysis and targeted tactical operations are underway, and will continue throughout this operation.”

More than 200 law enforcement personnel are currently deployed across Nipa-Kutubu and surrounding districts. Manning stressed the importance of sustained security ahead of the 2027 National General Elections.

“These targeted operations not only address those responsible for these acts of terrorism, but also form part of our operations to provide a secure environment for our communities ahead of the 2027 National General Elections,” he said.

The Police Commissioner commended security forces for their rapid and coordinated response. “Our uniformed frontline members are to be commended for promptly resolving the immediate issue and ensuring the reopening of the Highway. However, now is the time for targeted operations to be implemented against those who sought to terrorize and hold to ransom our nation, and those who supported such acts.”

Manning added that further updates will be provided as operations continue in the coming months.
