
The Regional Member for Bougainville and National Government Minister, Hon. Peter L. Tsiamalili Jr., MP, OBE, wishes to assure the people of Bougainville that he has consistently worked to unite leadership and resolve the Prime Minister’s Commitment matter amicably, responsibly, and in the best interests of Bougainville.
The matter was formally listed before the Supreme Court in Court Room SC1 as SCA 164 of 2025 (Substantive Appeal) — Autonomous Bougainville Government vs Hon. Peter Tsiamalili MP — heard from 9:30am to 12:00 noon before a three-judge bench comprising Justice Cannings, Justice Toliken, and Justice David.
The Supreme Court has now heard the substantive appeal and reserved its decision.
Despite the matter proceeding through the courts, Hon. Tsiamalili has maintained that litigation should always be the last resort between Bougainville leaders.
From the outset, he pursued dialogue and reconciliation in good faith, including facilitating high-level meetings in Port Moresby and personally travelling to Buka in February 2026 in an effort to conclude a Deed of Release.
For the avoidance of doubt, the Regional Member confirms that he has issued a formal letter statement dated 24 February 2026, reaffirming his continued and genuine intention to resolve the Prime Minister’s Commitment matter amicably.
That correspondence outlines the steps taken toward out-of-court settlement and demonstrates his consistent preference for political and administrative resolution over prolonged legal confrontation.
Hon. Tsiamalili emphasises:
- The National Court previously ruled in favour of the defendants.
- Despite that ruling, dialogue was reinitiated in good faith after the appeal was lodged.
- Efforts were made at the highest political level to avoid division and conclude a mutual settlement.
Throughout this process, he has remained committed to reconciling the Bougainville Infrastructure Trust Account and facilitating the proper and lawful release of the Prime Minister’s Commitment funds to the Autonomous Bougainville Government in accordance with agreed understandings and due process.
“This matter has never been about division. It has always been about ensuring proper process, institutional clarity, and unity among Bougainville leaders. We must not allow internal matters to weaken our collective future,” Hon. Tsiamalili stated.
As Bougainville advances its journey toward greater autonomy and independence readiness, the Regional Member calls for calm, unity, and respect for the Supreme Court’s authority.
He reassures the people that whatever the outcome of the reserved decision, his leadership remains focused on reconciliation, institutional integrity, and protecting Bougainville’s long-term interests.
