THE Royal Papua New Guinea Constabulary (RPNGC) has launched the “Internal Affairs Division Case Management System” (IAD CMS), which marks another milestone for RPNGC journey towards modernization, accountability and institutional strengthening.

The IAD CMS is a digital platform developed in partnership with Gardie Technologies to strengthen the way the Constabulary manages internal investigation complaints and discipline process. 

The IAD CMS was officially launched by Commissioner of Police, David Manning, who said that the launching of the platform is a way to uphold accountability and professional standards in the RPNGC.

“The Internal Affairs Division plays a vital role within the Constabulary; it is the guardian of our professional standards and the mechanism through which we maintain integrity, discipline and public confidence,” said Manning.

Manning said that for many years the management of Internal Affairs cases relied heavily on manual files, paper records, and fragmented documentation systems, which made it difficult to officially track cases, maintain centralize oversight and ensure timely resolution of investigations. 

According to Manning, the introduction of the IAD CMS now allows the Constabulary to manage these processes more effectively through a secured and structured digital platform.

“Through this system, we are now able to record and manage complaints and investigations electronically, track cases progress from initiation into final determination and strengthen transparency and accountability within internal processes,” he said.

The platform will improve reporting, monitoring and oversight by senior leadership and also ensure and secure structured storage of investigation records.

The Constabulary initiated the digitization and scanning of historical internal affair cases documents converting legacy paper files into digital records to ensure that past case information institution knowledge and historical records are preserved within a modern digital environment.
