RPNGC Unveils Strategic Management Plan for Specialist Operations Wing

The Royal Papua New Guinea Constabulary (RPNGC) has officially launched the Strategic Management Plan (SMP) for the Specialist Operations Wing (SOW), in a milestone event held at the Gateway Hotel in Port Moresby.

The plan sets the vision for the RPNGC to become a driving force in delivering quality specialist policing services by 2030, with a mission to provide high-quality, sustainable specialist policing that enhances public safety while strengthening community trust and confidence.

The launch was attended by senior officers, including Acting Commissioner of Police Dr. Philip Mitna, Deputy Commissioner of Police SOW Donald Yamasombi, Police Intelligence Director Nicholas Henry, and Director of Policy Research and Planning Samson Pes, among others.

The Strategic Management Plan outlines key functional areas of the Specialist Operations Wing, aimed at maintaining community confidence through robust crime detection, investigation, and prosecution. It also emphasizes the importance of public safety and security, the adoption of digitization and ICT tools, leadership development, professional standards, and strong corporate governance.

“This initiative recognizes and promotes sustainability, integrity, and innovation, while remaining people-centered,” said Deputy Commissioner Yamasombi.

He commended the collective efforts of the team involved in producing this strategic document, noting that it will guide operational priorities to combat emerging and evolving crime patterns across the country.

“As we implement these Strategic Priority Areas, we adapt to the current environment and explore compatible tactical approaches for effective policing operations in today’s complex and competitive environment,” Yamasombi said.

He further urged all Assistant Commissioners and members of the Specialist Operations Wing to take ownership of this Strategic Management Plan, making full use of available resources to achieve the desired outcomes and elevate the standards of policing in Papua New Guinea.

The Strategic Management Plan represents a significant step forward for the RPNGC, positioning the Specialist Operations Wing as a proactive, accountable, and modern policing force that can respond to both traditional and emerging crime challenges. Through collaboration with relevant stakeholders, the RPNGC aims to foster sustainable peace, public confidence, and a safer Papua New Guinea for all citizens.
