Senior Human Resource practitioners in the public service are encouraged to enroll in a revised HR training program offered by the Somare Institute of Leadership and Governance (SILAG) in partnership with the Department of Personnel Management. This initiative aims to enhance performance and foster productivity growth within the public service.
In a joint statement issued by the Department of Personnel Management and SILAG, it was announced that this program represents a collaborative effort between both government agencies. The programme introduces an enhanced National Diploma of Government Human Resource Management exclusively designed for senior HR practitioners in the public service. This diploma aligns with the Government’s commitment to the implementation of the Public Sector Training Policy, as outlined in its Sustainable and Consistent Public Sector Training for Improved Service Delivery 2021 policy.
Formerly known as the Public Service Human Resource Business Process (PSHRBP) Short Course, this programme has now been integrated into a diploma-level curriculum. It encompasses all modules covering processes related to the Public Service General Order and equips participants with the practical skills and knowledge required by all HR officers, as well as senior managers and leaders responsible for personnel matters.
The HR Business Process training program has been merged with the SILAG HR Diploma course, now recognized as the National Diploma of Government Human Resource Management. This repackaged HR diploma qualification is tailored exclusively for senior HR practitioners and spans a 26-week programme, with 20-weeks dedicated to full-time on-campus learning and six weeks focused on practical application in the workplace.
The statement emphasises the necessity of continuous improvement in staff capacity to ensure the effective functioning of the public service, particularly in the face of significant economic and societal challenges.
Aligned with the Public Sector Training Policy 2021 and the Public Sector HR Strategic Development Plan 2020-2050, this qualification is expected to become a mandatory requirement for HR practitioners in the public service.
The course is scheduled to commence on June 3, 2024, and applications are currently being accepted. Applications recommended by respective government organizations will receive consideration.
