Police Minister and Regional Member for Bougainville, Peter Tsiamalili Jr., says the Royal Papua New Guinea Constabulary (RPNGC) is preparing a national security plan to ensure a safe and peaceful 2027 National General Election.

Responding to a question from Moresby North-East MP John Kaupa in Parliament today, Minister Tsiamalili said recruitment and reform efforts are part of a broader strategy to strengthen policing across the country.

“The Government has made it clear — we are increasing our police numbers and investing in infrastructure nationwide,” he said. “This week, 300 more recruits will begin training, bringing this year’s total to 700. We’ll now turn over 1,400 recruits annually and are on track to reach 10,000 regular officers.”

He said the 2027 election security operations will be coordinated under a single national command, in partnership with the Electoral Commission and provincial governments.

Mr Tsiamalili acknowledged that while increasing manpower is essential, improving leadership and discipline remains a major challenge.

“Our biggest issue is not the law — it’s the order. We lack strong middle management at the district and provincial levels, and that’s where our focus is,” he said.

The Minister added that more than 500 officers have been disciplined this year as part of efforts to restore accountability and professionalism within the force.

Mr Kaupa earlier raised concerns over the rising law and order situation, urging the government to ensure proper security planning ahead of the polls.

“We have 14 to 15 months before the next election, is there a plan in place for security in all provinces and the capital city?” Mr Kaupa asked.

Mr Tsiamalili reaffirmed that the government’s reforms and recruitment drive will support nationwide security preparedness leading into 2027.
