SHPG strengthens justice partnership with Australia

THE Southern Highlands Provincial Government (SHPG), through the leadership of Deputy Provincial Administrator – Law and Justice Sector, Dr. Emmanuel Andrew, has hosted a high-level meeting with the Australia-PNG Law & Justice Program team to strengthen collaboration on community safety and justice reform.

The meeting reaffirmed the shared commitment between SHPG and the Australian Government to deliver people-centred justice initiatives and build resilient, inclusive communities throughout the province.

Dr. Andrew highlighted the importance of the partnership, stating: “Our dialogue reflects a proactive and strategic partnership with Australia to deliver justice solutions that heal and empower. From rehabilitating offenders to supporting victims of tribal conflict, we are committed to long-term, sustainable outcomes for the Southern Highlands.”

Key joint priorities discussed included: offender rehabilitation and reintegration; youth diversion pathways to provide alternatives to crime; support for communities impacted by tribal violence; and strengthening grassroots justice delivery.

Dr. Andrew also acknowledged the Australia-PNG Law & Justice Program’s broader footprint across Hela, Western Highlands, and Enga, noting that the Southern Highlands’ priorities complement this regional focus.

“Our collaboration ensures that local voices are at the forefront of justice reform,” he said.

The SHPG reaffirmed its commitment to ensuring these programs deliver real benefits—helping youth find direction, creating second chances through rehabilitation, and improving public safety through inclusive, community-led governance.

“Together with Australia, we are building a safer, stronger Southern Highlands—one community at a time,” Dr. Andrew said.
