Submit bank account details for LLG leaders: DPLGA

THE Department of Provincial and Local Level Government Affairs (DPLGA) is urging all provinces, districts and Local-Level Governments (LLGs) to submit the bank account details of elected LLG Leaders before the end of March to facilitate timely salary payments.

DPLGA Secretary Philip Leo confirmed that only the following provinces have so far complied with the directive:
●Manus
●Madang
●Eastern Highlands
●East Sepik
●East New Britain
●Jiwaka
●Western Highlands

“Submitting bank account details at the earliest convenience will help mitigate delays and ensure timely payment of salaries,” Mr. Leo said.

He stressed that provinces should provide account details on a provincial-wide basis, rather than submitting individual information for each Ward or LLG.

Secretary Leo encouraged LLG Managers to work closely with Ward Members to assist them in opening bank accounts and submitting the required details to DPLGA.

He further confirmed that salaries for LLG Leaders will be backdated to November 2025.

Meanwhile, Secretary Leo reminded all LLG Leaders that the Government’s One Position, One Person, One Pay (1PPP) policy strictly applies to every individual on the Alesco Payroll system.

“If you are a public servant who did not resign before contesting and winning a seat in the 2025 LLG Elections, the Alesco system will automatically detect and stall your salary,” Secretary Leo stressed.

He warned that it is a criminal offence for any elected leader to continue drawing public service salaries, particularly under different names or arrangements.

The DPLGA reiterated its commitment to transparency, accountability and compliance within the public service and Local-Level Government system.

  1. Very good initiative from current government.
    How about Ward Clerk And Recorders?
    Some of us are working as Ward Clerk for more than 15 to 20 years as Ward Clerk and recorder without no any payments. We some council ward have 2 Ward clerk.
    So how about this issues?

  2. Public servant can be paid because he is trusted and peaceful leader who provides quality leadership in the ward level.

    Community are trusted and elect them to be are leader in the community.
    Salary is not necessary but ….we need quality leadership in the community and ward levels.

Same leadership roles are played by Ward recorders with in the Wards, Recorders need to be considered as part of third level of government system in our country PNG,if Ward councilors are on with payroll arrangements by the Department,can be there similar arrangement for recorders in the country.

  6. It’s almost eight months now and we are still waiting for our salaries to be paid into our accounts. Any assurance for the delay.?Some of us as parents to students attending schools are borrowing money to pay for their school fees which is not good.Creating too many liabilities which we should not do.

  8. What about the payment of ward recorders?
    Ward recorders are important people on the ground to deal with the different types of people and finds very difficult to collect the data information with so many critise. To give the data information to the National Government is very easy but to collect the information is very hard because there so many different types of people on the ground.
