THE Royal Papua New Guinea Constabulary (RPNGC) on May 18th, 2026, officially commenced training for 662 new recruits at the Bomana National Centre of Excellence (NCoE) in the National Capital District, marking the second intake for 2026.
Deputy Commissioner of Police and Chief of Administration, Dr. Philip Mitna officiated the opening ceremony said this is history in the making for the Constabulary.
“The College was originally built to accommodate 200–300 recruits per intake, but today we have tripled that number,” Dr. Mitna said.

He said since 2008, the government has tasked the Constabulary to produce 10,000 police personnel to meet the United Nations recommended standard ratio of one police officer to 450 citizens.
Increasing numbers will remain our priority for the next three to five years, but quality will not be compromised.
Dr. Mitna congratulated the recruits for successfully passing through the online recruitment process and urged them to uphold self-discipline throughout their careers.
“You have done the hard yards and are halfway there,” Dr. Mitna said.
“The next six months of training will demand effort and discipline.”
“Enforced discipline will guide you, but self-discipline is what will sustain you as police officers.”
Assistant Commissioner of Police Training, Mr. Silva Sika, also addressed the recruits, commending them for their achievement and reminding them of the challenges ahead.
“You are stepping into an institution with a remarkable history of producing the nation’s human capital,” Mr. Sika said.
“The training will be rigorous and intensive, and expectations will be high both inside and outside the classroom. You must meet those expectations honestly.”
More than 28, 000 applicants applied for this intake, but only 715 passed the recruitment process.
After the second medical check, 27 of the applicants were removed and the other 26 applicants declined the offer, making 662 of them to board into the college for training.
Out of the 662 recruits, 583 are males while 79 of them are females.
The Constabulary remains committed to building a disciplined, professional police force that serves the people of Papua New Guinea with integrity.
