Acting Minister for Education announces “EDUNEX” rollout via Starlink with strict content filtering

ACTING Minister for Education Kinoka Feo has reaffirmed the government’s priority of providing safe, secure, and strictly educational internet access for students and teachers as Papua New Guinea rolls out the new “EDUNEX” National Digital Learning Management System.

The Department of Education is deploying Low Earth Orbit (LEO) satellite connectivity, including Starlink Gen 3, to improve internet access across the country. As part of this rollout, the government is introducing strict infrastructure safeguards to ensure all online content accessed in schools is filtered, protected, and limited to teaching and learning purposes.

“We recognize that many teachers and students are engaging with online technologies for the first time,” Minister Feo said. “While Starlink provides the high-speed connectivity needed to overcome our country’s rugged geography, it also introduces exposure to online risks.

Therefore, only schools that meet our secure internet connectivity standards will be approved to use the system. We are deploying enterprise-grade secure gateways at each school to enforce safe browsing, manage digital usage, and block access to social media and harmful content.”

The EDUNEX platform is an AI-powered national digital learning ecosystem designed to modernize education delivery, support teachers with structured digital tools, and provide students with personalized, interactive learning experiences. The initiative aims to address long-standing educational inequities caused by rural isolation and limited access to reliable electricity and internet infrastructure.

Details of the Starlink rollout and EDUNEX implementation have been circulated to provinces and schools through recent departmental circulars.

Minister Feo has urged all provincial education authorities, school boards, and school leaders to comply fully with Ministerial Policy Statement No. 02/2026 and related directives issued this week.

“By combining high-speed Starlink connectivity with strict safety filters, we are building a secure digital learning environment that improves education quality while ensuring no child is left behind.”

  1. This is the way forward for Digital interventions into our schools and into the future. We in the 21st century and such initiative by the Minister is something we all should be proud of. The work load for teachers is too much and with the help of EDUNEX learning will definitely improve.
