Minister for Defence, Dr. Billy Joseph, has announced his decision to step aside temporarily following ongoing allegations surrounding recruitment processes within the Papua New Guinea Defence Force (PNGDF).

Speaking during a press conference this afternoon, Dr. Joseph emphasized that recruitment into the PNGDF is a structured and disciplined process conducted solely by the Defence Force, without involvement from the Minister, Secretary, or any civilian officials.

He raised serious concerns about recent social media narratives attempting to politicise the recruitment process, describing them as misleading and aimed at undermining both the Commander of the PNGDF and the integrity of ongoing reforms.

Dr. Joseph also condemned the illegal filming and circulation of video footage allegedly showing intimidation of recruits, labeling it a breach of military discipline and ethics. He warned that such actions are unprofessional and intended to serve political interests.

The Minister confirmed that allegations of political interference are being taken seriously. Following discussions in Parliament, he has ordered a full investigation by the Defence Council, with findings to be made public once completed.

He further revealed that, in light of resurfacing allegations, he has formally stepped aside as Minister for Defence and Chairman of the Defence Council to allow for an independent and transparent review process.

While announcing his decision, Dr. Joseph also made a heartfelt appeal to his constituents and the people of Nipa Kutubu, urging them to accept his decision in good faith and to respect the integrity and independence of the PNGDF as a national institution.

Dr. Joseph reassured the public that he has been cleared to continue high-level defence engagements, including ongoing collaboration with international partners such as Australia, and confirmed that key agreements like the Bilateral Security Treaty remain unaffected.

“My decision to step aside allows the Prime Minister to thoroughly review the allegations and take any necessary remedial actions to maintain continuity and integrity within the PNGDF,” he stated.

The developments come amid heightened scrutiny over recruitment practices within the Defence Force, with authorities now under pressure to ensure transparency and uphold public trust.
