ENB PHA Commits to District-Based Quarterly Reviews to Strengthen Health Delivery

THE East New Britain Provincial Health Authority (ENB PHA) has completed its first quarter review of the 2026 Annual Implementation Program (AIP), with a renewed commitment to holding subsequent reviews in each of the province’s four districts to identify bottlenecks early and adjust strategies promptly.

The three-day meeting was held last week in Gazelle District at Kairak, bringing together all health directors, program managers, and district health coordinators to present their respective reports.

Chief Executive Officer, Dr Ako Yap, said quarterly reviews of the AIP are essential to identify implementation gaps and ensure health interventions have the intended impact on the population.

“For this year, ENB PHA will be conducting its quarterly reviews in the four districts; Gazelle, Kokopo, Rabaul and Pomio,” Dr Yap said at the opening of the review.

“By doing this, it gives us time to also look at the existing health facilities and staff within a district, to identify bottlenecks early and adjust strategies promptly rather than wait for an annual review.”

Dr Yap strongly urged directors, program managers, and district health coordinators to focus on targets not achieved in the first quarter so they can be carried forward and improved in the second quarter.

“I want the best out from you with the health intervention and that it has the intended impact on the population,” he said.

The quarterly reviews are ongoing activities that will help ENB PHA determine its achievements and keep health programs on track, providing real-time information and data to allow for informed decisions.

Following the presentations, the PHA working technical team is now acting on all recommendations put forward for realignment of finances to match physical progress.
