MVIL–NCDPHA Medical Reporting MOU

THE National Capital District Provincial Health Authority (NCDPHA) and Motor Vehicle Insurance Limited (MVIL) have partnered through a Memorandum of Understanding (MoU) to enhance the accuracy, efficiency, and timely processing of medical reports required for motor vehicle accident (MVA) claims.

Under the partnership, NCDPHA will provide verified medical reports and clinical information for MVAs, and MVIL will use this information to assess and process claims under its statutory Compulsory Third Party (CTP) insurance mandate. The collaboration aims to ensure timely support for genuine claimants while reducing fraudulent claims that undermine the integrity of the system.

The Chief Executive Officer of Mator Vehicle Insurance Limited (MVIL), Mr. Bafino Koi. Said, “This MoU is particularly important for our claimants, as MVIL is mandated to provide compulsory third-party insurance.” He said, “Over the past few years, we have seen close to 800 accidents reported and thousands of claims lodged.”

Mr. Koi said that one of the organization’s biggest challenges has been the availability of verified medical reports, which are critical in settling claims fairly and on time. “Through this partnership with NCDPHA, under the leadership of Dr. Robin Oge, we now have a structured process to ensure medical assessments are accurate and timely,” Mr. Koi said. “This will allow us to settle claims within the required turnaround period and provide genuine claimants with the support they deserve,” he added.

The arrangement under the MoU is structured as follows:

1. Verification of Medical Claims Reports: NCDPHA will provide MVIL with access to verified medical reports, injury assessments, and clinical notes for individuals involved in MVAs, ensuring that all claims are supported by credible and accurate medical documentation.

2. Standard Processes: Only claims with complete and verified medical documentation will be processed by MVIL. This includes confirmation of patient identity, assessment of injury severity, and verification of treatment details.

3. Information Sharing: Both parties will establish secure communication channels for timely sharing of medical reports, with NCDPHA ensuring the accuracy and completeness of all documentation provided to MVIL.

4. Support from MVIL: MVIL will provide support to NCDPHA in accordance with Schedule 1 of the Memorandum of Understanding.

5. Term of the MoU: The MoU will initially be valid for five years from the of signing and may be renewed upon mutual consent of both parties.

6. date Mutual Benefits: This partnership ensures that genuine claimants receive timely and fair compensation, reduces fraudulent claims, and strengthens the credibility and accountability of both MVIL and NCDPHA.

Dr. Robin Oge, Chief Executive Officer of NCDPHA, added, “At NCDPHA, partnerships are central to delivering health services to nearly one million people in Port Moresby.” He said that this MoU with MVIL is a significant step forward in ensuring that medical reports for accident victims are verified, truthful, and representative of the actual injuries sustained.

Dr. Oge said, “By doing so, we help MVIL process claims with confidence and reduce fraudulent practices.” He further emphasized that this partnership also builds capacity for our doctors and nurses through training and resources provided by MVIL, creating a win-win outcome for both organizations and, most importantly, for the people we serve.
