Department of Personnel Management (DPM) is working on a new Performance based Appraisal that will discourage Departmental Heads from pleasing their respective Ministers to maintain their job, Public Service Minister Joseph Sungi says.
“Rather they will be assessed by their insubordinates (junior officers) to determine if they have mentored or groomed their insubordinates.so the days of following your Ministers around is over. Not only the Heads of Department but any public servants holding leadership position in your respective Departments. It includes, Directors, Administrators or District Chief Executive Officer, Deputy Provincial Administrator or Superintendent in the Education Department or anyone in the management levels. You will be asses by your subordinates under you and your colleagues. so no time to hang around with your boss ,for Departmental Heads no more hanging around with Ministers .insubordinates will now asses you if you are grooming them up.so everyone will assess you . After all the position you have is not your birth right .it belongs to the people of PNG.
Mr Sungi said last Friday during the 5th Pacific Institute of Leadership Governance (PILAG) that is called 360 assessments. “Now I want to announce that I have instructed DPM to apply 360 appraisal systems. One thing I find out was Department Heads don’t spend time with their insubordinates.
Mr Sungi said he came up with the 360 appraisal systems after a former Head of Department approached him to be engaged as a consultant. I had someone who told me they want to bring a former Department Head in as consultant to advise the current Head of that Department. And I ask, so all this time he has not mentor any one to take over .and he now wants to be engaged as consultant to mentor the new head off the Department. He was Head of Departments for eight years (two terms as the Head of Department) and he never mentored any one to take over from him .and I rejected that .so heads of Departments your job is to groom the next officer to take over from you.
