EXERCISE Kapa Pisin was designed to enhance PNGDF aviation capability, improve interoperability with the Australian Defence Force (ADF), and build confidence in planning and conducting independent air mobility operations.
At the centre of the exercise was Captain Mark Matagarakikai of the PNGDF ATW, who recently returned from completing a Royal Australian Air Force (RAAF) Operations Officer course in Victoria, Australia.
Captain Matagarakikai put his newly acquired skills into practice earlier this month during Exercise Kapa Pisin, the first bilateral exercise led by the PNGDF Air Transport Wing.
As Exercise Controller, Captain Matagarakikai worked alongside lead planner Lieutenant Shaun Kabaraka to coordinate complex air operations involving a RAAF C-27J Spartan aircraft, two PNGDF PAC-750 aircraft, a rotary wing and joint personnel operating across multiple locations.
While coordinating an exercise of this scale presented challenges, Captain Matagarakikai said the experience had delivered valuable lessons that would help shape future training activities.
“The exercise was never going to be perfect. However, it’s been an excellent opportunity to learn,” he said.
“We have a lot of lessons we will take on to press forward for the next exercise.”
Although aviation exercise control is a new area of responsibility, Captain Matagarakikai is no stranger to joint operations. A former infantry officer, he has previously worked alongside the ADF during major bilateral activities, including Exercise Wantok Warrior and Exercise Talisman Saber.
He said strong relationships within the planning team were critical to the exercise’s success.
“What has been good is that our team know each other really well,” Captain Matagarakikai said.
“From administration to operations to aircrew, even though everyone has a different role, we have a close working relationship to try to achieve the intent.”
Captain Matagarakikai’s experience highlights the practical benefits of PNG-Australia Alliance, with professional development opportunities helping PNGDF personnel strengthen their skills and contribute directly to the growth of Papua New Guinea’s defence capabilities.
