PM Marape Clarifies Strict Regulations for Paga Hill SEZ Satellite Casino

PRIME Minister Hon. James Marape emphasized today that the newly launched casino in Port Moresby will be strictly regulated to benefit Papua New Guinea’s economy while protecting its citizens.

Responding to concerns over the Paga Hill Special Economic Zone (SEZ) Satellite Casino, Prime Minister Marape clarified that the casino will cater only to “high rollers,” including expatriates, tourists, and high-income Papua New Guineans.

“Similar to Singapore’s casino model, where locals are safeguarded by specific regulations, we will ensure that only Papua New Guineans with an annual disposable income above K200,000 can participate. Entry will require proper identification and membership,” Marape said.

He explained that this approach is in line with the recent increase in the minimum bet on pokies to K100, which is designed to discourage participation by lower-income earners.

These measures aim to reduce overseas gambling by wealthy Papua New Guineans, who often travel to places like Cairns, Brisbane, Singapore, and Manila for casino experiences.

“Our focus is on attracting international visitors and residents. We are seeing an increasing number of Asian visitors, for whom gambling is a popular pastime. This project will cater to gambling tourists and other international patrons. While there are concerns about unregulated gambling in private settings, this licensed casino will serve as a legitimate venue,” he added.

Prime Minister Marape also highlighted the wider economic benefits of regulated gaming, noting that a portion of revenue from the licensed casino will be directed into community programs, following the model of the National Gaming Control Board.

The Paga Hill SEZ project, which includes hotels, residences, and commercial centers, is designed for long-term growth and will comply with strict regulatory standards. The Prime Minister announced that the project would prioritize hiring local Motu-Koitabuans for jobs within the SEZ development.

“While I personally do not support gambling, we must acknowledge that expatriates and others among us do. Licensed and regulated casinos provide an avenue for the State to collect taxes, keep spending in-country, create jobs, and support the economy,” he said.

“We will trial this Satellite Casino, along with another on a floating ship, and review their performance over time.”
