Dr. Naipao: I am still the legitimate chairman

THE Port Moresby Rugby League former chairman Dr. James Naipao says he is still a legitimate chairman until the 30th of November, when the Annual General Meeting (AGM) is held and whoever is voted for the role.

He made this statement during a press conference.

He told the media that the new executives have allegedly violated the Port Moresby Rugby League (POMRFL) constitutions in conducting an illegal meeting.

The AGM which is going to be a 75th AGM for POMRFL since 1949, was conducted outside of the guidelines.

“AGM should be conducted on the proper rules and regulations that are stipulated in the constitution,” he said.

“Pertaining to that, every member of the league in terms of the affiliates must conform to the regulations that have been in existence since 1949.

“It means to qualify for AGM and election AGM the affiliates must; a Season Report, Club AGM meeting minutes, Annual Affiliation fees, Player registration and player Summary.”
Naipao said those are the requirements that has been during the birth of POMRFL so they must conform to that.

“30th of November 2024 was the election AGM, the book stipulates that you must give 14 days of notice and that was done on the 19th which he has the copy of it,” Naipao reiterated.

He said there was some fraction of affiliates from the group went on unnoticed and did their own regulations and a meeting to come up with the new interim working board members.

As stated in his letter, any meetings from Port Moresby Rugby League has to be conducted by the current president pursuant to section 10, Sub-section 1: of the POMRFL constitution.
Also there was an alleged violation of section 3 of POMRFL Constitution where by a chairman of any meeting supposed to be the President of POMRFL as stated by Dr. Naipao.

“Any meetings that is conducted the chairman must authorize it, give a date and must be there. In the event that he is not there, then there are rules and guide lines that must be followed,” he said.

“As a chairman of POMRFL I have written a letter to PNG Rugby League Chief Executive Officer and the Chairman noting several sections of the POMRFL that was allegedly violated.”

He said whatever things that transpired on the 24th and on the 25th where an AGM and a media conference is considered illegitimate.

“I am still the legitimate Chairman of Port Moresby Rugby League until the 30 of November 2024, when the new chairman is elected,” he said.

“In that way I will be happy to leave.”
