DNPM and Chief Secretary’s Office reaffirm commitment to strengthening Government Monitoring and Reform Implementation

The Department of National Planning and Monitoring (DNPM) and the Office of the Chief Secretary to Government have jointly reaffirmed their commitment to strengthening coordination and ensuring the effective implementation of key government reforms aimed at improving public investment management, monitoring, and national development outcomes.

During a constructive meeting held yesterday, DNPM Secretary Koney Samuel and Chief Secretary to Government Ambassador Ivan Pomaleu exchanged views on a range of strategic national priorities, including the transition of Monitoring and Evaluation (M&E) functions to the National Monitoring and Coordination Authority (NMCA) and progress on the 2018–2025 Capital Investment Budget (CIB) Performance Report.

Both leaders acknowledged that, in accordance with National Executive Council (NEC) directives, the gradual transfer of Monitoring and Evaluation responsibilities to NMCA is progressing in a coordinated and structured manner.

The transition is being undertaken in close consultation with key government agencies, including the Department of Personnel Management (DPM), to ensure a smooth institutional handover that strengthens national monitoring systems and enhances government accountability.

Secretary Samuel and Ambassador Pomaleu emphasised that the reform process is focused on improving policy implementation, project monitoring, performance reporting, and overall government effectiveness.

The two agencies further reaffirmed their shared commitment to supporting the Government’s broader reform agenda and ensuring that public investments deliver measurable benefits to the people of Papua New Guinea.

Both offices underscored that the ongoing reforms are guided by a common objective: strengthening government performance, improving coordination across agencies, enhancing transparency, and achieving better development outcomes for the nation.

The meeting reflects the continued collaboration between central government agencies in advancing institutional reforms that support effective service delivery, evidence-based decision-making, and sustainable national development.

As Papua New Guinea continues to implement key governance reforms, both DNPM and the Office of the Chief Secretary remain committed to working together to ensure that government programs, projects, and investments are effectively monitored and aligned with national development priorities.
