A significant milestone in improving rural healthcare delivery has been achieved with the signing of a Service Level Agreement (SLA) between the Nipa-Kutubu District Development Authority (NKDDA), the Mendi Munhu District Development Authority (MMDDA), the Southern Highlands Provincial Health Authority (SHPHA), and the National Department of Health (NDoH).

The agreement marks a major commitment by all parties to work collaboratively towards strengthening health services and improving access to quality healthcare for rural communities across Nipa-Kutubu, Mendi Munhu, and the wider Southern Highlands Province.

Member for Nipa-Kutubu, Hon. Dr. Billy Joseph, and Member for Mendi Munhu, Hon. Raphael Tonpi led the signing process and expressed their appreciation to the Minister for Health, Hon. Elias Kapavore, for his support and facilitation of the agreement.

The two leaders also acknowledged the efforts of the National Department of Health leadership, led by Mr. Pascoe Kase, together with Deputy Secretary for Health Dr. Esorom and their technical team for developing and finalising the Service Level Agreements. Their contribution was recognised as critical in establishing a clear framework for effective implementation and service delivery.

The signing ceremony also recognised the leadership of Southern Highlands Provincial Health Authority Chairman, Mr. Augustine Mano, whose ongoing commitment to strengthening healthcare services in Southern Highlands and Gulf provinces was commended by stakeholders.

Also present was SHPHA Chief Executive Officer Dr. Joseph Birisi and members of the authority’s senior executive management team. Participants emphasised that the success of the agreement will depend on continued cooperation between the health authorities and the two district administrations to ensure the commitments outlined in the SLA are fully implemented.

The event concluded on a positive note, with all stakeholders reaffirming their commitment to work together in delivering improved healthcare outcomes for rural communities. The agreement is expected to enhance access to essential health services and provide greater support to communities throughout Nipa-Kutubu, Mendi Munhu, and the Southern Highlands Province.
