RAVU Frank has been reappointed as National Capital District City Manager for a second term following the expiry of his four-year contract on 8th of June 2026.
NCDC Governor Powes Parkop announced the reappointment at a press conference, saying the decision was made unanimously by the NCD Board after Frank completed his first term.
Frank began his first term in 2022, with his term ending on 8 June this year. Parkop added that the review process began in January between the NCD Board, the Department of Personnel Management, the Department of Provincial and Local Level Government, and the Ministry of Provincial and Local Level Government. “The board and government unanimously reappointed Mr. Ravu Frank,” Parkop said.
Parkop noted that this marks only the second time an incumbent City Manager was reappointed. “This is different from past practices where the appointment process was open and went through advertisement and evaluation of applications or expressions of interest,” he said. “This is a new era for the City Manager role.”
He acknowledged Frank’s leadership and achievement during his term. “We have no hesitation in reappointing Mr. Frank because we have been through a process,” Parkop said. “I want to appeal to city residents to understand the decision we are making, in ensuring that what we have been doing in the last four years delivers real, tangible changes in the Commission.”
He added that while governments may change, systems must continue to work. “We can continue delivering services, but we need smart and confident people with experience and passion to drive the delivery system in the country,” Parkop said.
Frank thanked the NCD Board and local MPs for their trust. “You have appointed me for continuity and to lead the administration and management of NCD in the next four years,” he said.
He said his priorities would continue to focus on human resources. “It is critical that NCDC administration and management is as good as the people working in the organisation,” Frank said. He encouraged qualified and experienced people to join the organisation and contribute to improve services. “In the next four years we will continue to work under the Minister’s authority to deliver services.”
Governor Parkop reveleaed that the City Manager has 15 new benchmarks to achieve during his second term. “As Chairman of the Board, and in the presence of the Board, I assure city residents that we are going to hold him to account in achieving these benchmarks set for the next four years,” he said.
