Southern Highlands Provincial Administrator David Kelma has defended the provincial government’s use of K30 million allocated for Unity Games preparations, rejecting allegations of misuse and describing them as misleading.

In a statement, Kelma said claims that the funds were diverted were based on incomplete information and taken out of context. He explained that while the funding was initially linked to the construction of the main stadium, subsequent clarification from Finance Minister Thomas Opa confirmed that the allocation could be used for broader Unity Games-related works.

Kelma said approximately one-third of the funds was directed to the main stadium, while the remaining amount supported other approved projects necessary to host the Games. These included upgrades to Muruk Stadium, refurbishment of Mendi Police Station, improvements to Muruk Lodge, works at the School of Nursing, installation of generators, and operational support for the Host Organizing Committee.

He stressed that hosting the Unity Games requires a range of infrastructure beyond a single venue, including security, accommodation, and administrative capacity.

Addressing concerns raised through contractor claims and internal documents, Kelma said such matters fall under normal contract administration processes and do not

indicate financial mismanagement. He added that outstanding claims are part of ongoing project implementation and must be assessed through proper procedures.

Kelma also highlighted the broader impact of Unity Games projects, noting that several school upgrades have already been completed, with more expected in the coming months. These facilities will be used to accommodate athletes and officials during the Games before serving as long-term educational infrastructure.

He reaffirmed the Southern Highlands Provincial Government’s commitment to transparency and accountability, stating that all relevant information would be provided through appropriate government channels.

Kelma warned that politically motivated allegations risk undermining progress and delaying critical development projects, adding that continued disruptions could create security challenges and affect contractors and implementation partners.

He said the provincial government remains focused on delivering the Unity Games preparations responsibly and in the best interests of the people of Southern Highlands Province.
