VICE Chancellor of the University of Goroka (UOG), Dr Teng Waninga has addressed allegations made by the Country Director of Future World Design (FWD).
Allegations were made concerning the management and progress of the Central Administration Building (CAB) Project that was initiated in 2015.
In a press conference, Dr Waninga cleared claims by FWD regarding the project stating that the project, meant to consolidate all administrative functions of UOG into one building, saw its design led by renowned architect Mr. Paul Frame and distinguished structural engineer Professor Yaip Telue.
He said Framework Architects were appointed by the UOG Central Supply and Tender Board after the government released the funding.
Dr Waninga said the construction was eventually awarded to China Railway Engineering and Construction Group Corporation in May 2022.
According to the Vice Chancellor, controversy arose in November 2022 when FWD was appointed as the project manager.
He said FWD Project Manager, Paulo Uccinho, after reviewing the existing design post a significant earthquake, advocated for a seismic upgrade in the design.
Dr Waninga said his (Uccinho) insistence on engaging HBS Corporation Pty Limited (HBSCPL) for the redesign led to conflicts due to his undisclosed ownership of HBSCPL, raising concerns about a conflict of interest.
He further explained that the university accepted the recommendation for a seismic upgrade but opted for additional quotes leading to the re-engagement of Frameworks Architects due to their competitive pricing and efficiency.
Dr Waninga said due to the decision, Uccinho issued a stop-work order, significantly delaying the project and driving up costs.
“This act of insubordination and the resulting unnecessary financial strain led to the termination of FWD’s contract due to poor performance and misleading conduct by their project manager,” Waninga said.
The matter has escalated to legal proceedings, with Mr. Desmond Kipa of Wang Dee Lawyers representing UOG.
Dr Waninga however said the project has resumed under the management of Pacific Architects, who are making swift progress.
“The foundation is complete, and the installation of the steel structure is expected by next month.”
Waninga took the opportunity to express gratitude towards the National Government, particularly Higher Education Minister Don Polye and Prime Minister James Marape for their support, including emergency funding for temporary student accommodations due to damages from the earthquake.
“As we approach the completion of this vital infrastructure by May next year, we reaffirm our commitment to transparency and fiscal responsibility, he added.
“We thank everyone involved for their continued support and patience as we work towards enhancing our university’s facilities.”
