THE Department of Finance has launched its Corporate Plan for 2023-2027 and the Annual Activity Plan for 2025 at the APEC House in Port Moresby on 28th, February 2025.
The Minister for Finance Hon. Miki Kaeok has praised the hard-working team behind the drafting of the corporate plan while acknowledging the Plan’s alignment with the Marape-Rosso government’s vision.

“The Corporate Plan we launch today is built on three simple principles that Prime Minister Marape has emphasized: transparency in where money goes, fairness in how it’s shared, and results that people can see and touch in their communities. Every kina must work for the people who rightfully own it,” he stated.
“For 2025, our Annual Activity Plan focuses on practical actions. We will simplify how government pays for services, strengthen checks to stop wastage, and use technology to track money from Waigani all the way to the village level. No more “missing millions” every kina will be visible and accountable,” he stated.
Minister Kaeok extended his gratitude to the Department of Finance team led by Secretary Samuel Penias and all the staff who worked tirelessly, often without recognition, to keep our country’s financial heart-beat going.
He also extended his heartfelt welcome to the Chief Secretary to Government, Mr. Ivan Pomaleu and everyone who joined in witnessing the prestigious event.
“When our Prime Minister James Marape took office, he called the Department of Finance the “backbone of our government”- the central agency that must ensure money flows properly to serve our people. Today, we honour that trust and responsibility, Kaeok stated.
“Looking back, we must acknowledge the struggles we have faced. For too long, our people have watched public money disappear without seeing improvements in their daily lives,” he added.
With the team “Innovating Public Finance Strategies for Sustainable Development and Prosperity for Every Papua New Guinean” the Corporate plan 2023 to 2027 and 2025 Annual Activity Plan serves the vision of the Department.
As the Marape- Rosso Government pledges to make PNG a Riches Black nation in the world, the bold vision requires honest money management at its foundation and the Finance Minister believes the department remains worthy guardians of every kina that belongs to the people of Papua New Guinea.
“I am calling on all department staff, from the Secretary down to the cleaner, to embrace this Corporate Plan and work together to make it a success. Each of you plays a vital role in our mission, and together, we can transform how our government serves its people,” Kaeok stated.
