THE East New Britain Provincial Health Authority (ENBPHA) has completed its third-quarter Annual Implementation Plan (AIP) review, reaffirming its commitment to improving health service delivery, accountability and performance across the province.

The review, held recently at Hamamas Hotel in Rabaul District, assessed key performance indicators (KPIs) across curative health services, public health, corporate services and executive management.

ENBPHA Chief Executive Officer Dr Ako Yap emphasised the importance of conducting quarterly reviews to monitor progress against performance targets and ensure that activities remain aligned with the CEO’s Key Result Areas (KRAs).

“Reviews held are very important for us in the health sector to provide a clear insight into the activities and programs implemented and allow us to keep improving on our performance and indicators,” Dr Yap said.

The quarterly reviews are intended to strengthen accountability, improve resource allocation, assess programme outcomes and track progress towards achieving the authority’s health service delivery objectives.

With three quarterly reviews now completed, ENBPHA has continued to monitor its performance and identify areas requiring improvement to ensure health programmes are implemented effectively and within available budget allocations.

However, funding remains a major challenge for the provincial health system following significant reductions to the health budget during the recent supplementary budget process.

Despite the financial constraints, Dr Yap acknowledged the continued support of development partners and donors in sustaining health services and ongoing operations across the province.

“We cannot operate without funding to accomplish KRAs, and having our donors and partners is something we must be grateful for, as they sustain the ongoing operations despite the government not enabling funding,” he said.

Dr Yap’s remarks highlighted the importance of continued partnerships in supporting the delivery of essential healthcare services amid limited government funding.

Meanwhile, ENBPHA is prioritising the renewal of its Corporate Plan 2022–2026, which serves as a key planning framework for coordinating and delivering rural and clinical healthcare services throughout East New Britain.

The renewal is expected to help guide the authority’s priorities and strengthen its approach to healthcare planning and service delivery across the province.

ENBPHA’s quarterly AIP reviews remain an important mechanism for assessing performance, identifying gaps and ensuring that available resources are directed towards improving health outcomes for the people of East New Britain.
