Five Heads of Government Departments flunk their Leadership and Good Governance course at Somare Institute of Leadership And Governance (SILAG), SILAG Chief Executive Officer Michael Barobe says
“They were assessed in how they conduct meeting minutes , how to do Corporate Plan , how to do Strategic Plan , how to do their organization’s budget , how to manage Human Resource like gender equity .They didn’t provide these required submission in the course’s assessments . It is a six months and they failed their course. They didn’t graduated in the Advance Diploma in Government (Leaderships and Management last month (14/04/23). they have to redo this course again to maintain their current jobs and also to be considered for future career in the public service “.
Mr Barobe said on Tuesday (02/05/23) that “This course is more like their appraisal. Under the Public Service Reform all Department heads must attend this course and pass it .Under the Reform anyone who wants to be the Head of Department, they have to do this course and pass it”.
Mr Barobe said the Heads of Departments who had successfully passed this course were himself Jim Abani Chief Censor Office of Censorship, Dr. Francis Hualupmomi Acting Secretary (Former) DHERST , Joe Itaki Director General National Youth Development Authority, Mr William Lakain Acting Managing Director Climate Change and Development Authority , Dr. Mange Matui Secretary Constitution Law Reform Commission , John Mosoro Managing Director Papua New Guinea Forest Authority, Dr Kulala Mulung Managing Director Science and Technology Council Secretariat , Ms Angelyn Paranda Acting Director Legal Training Institute and Mr James Sea Acting Insurance Commissioner Office of Insurance Commission
Mr Barobe said that SILAG was formerly Pacific Somare Institute of Leadership And Governance (PILAG)
Meanwhile National Forest Authority Managing Director John Mosoro was proud to pass this course. “When I was appointed as managing director ,the government had implement a public service reform policy and 16 of us were selected by Department of Personnel Management and also by Chief Secretary Ivan Pomaleu as Departmental head to take up this six months course in Advance Diploma in Government (leaderships and management . ).this course is very important for Department Heads .those that graduate today we were the first lots to undergo this reform program .and I have been honored to have attended this course for six months” .
“We had to go through three rigorous interview processes with the supervisor from SILAG. We had to our submission in financial management, Human Resources, gender equity, how you manage the office, and of course how you promote good governance, and reduces complicity and corruption surrounding in the organization .I had a very good opportunity to attend this course and graduate today with other Departments Heads. And I thank DPM Secretary Taies Sansan and SILAG course facilitator .I now feel confident to manage the government organizations and can renew my contract”.
