Minister Billy Joseph Pushes for Nipa-Kutubu Electorate Split, Urges Provincial Assembly Endorsement

Minister for Emergency Services and Member for Nipa-Kutubu, Billy Joseph, has called on the Southern Highlands Provincial Assembly to formally endorse the proposed division of the Nipa-Kutubu electorate, describing it as necessary for improved service delivery and governance.

Speaking during the Provincial Assembly sitting in Mendi last week, and chaired by Governor William Powi, Dr Joseph moved a motion urging immediate endorsement of the proposed split within the current session.

He argued that the size and administrative complexity of the Nipa-Kutubu electorate have continued to hinder effective government reach, leaving many communities underserved.
According to Dr Joseph, dividing the electorate would bring government closer to the people, improve planning and coordination, and ensure more targeted delivery of essential services across the proposed new administrative areas.

He further stated that the restructuring would strengthen accountability and oversight by allowing clearer management of development resources at the local level.

Dr Joseph also raised the issue in National Parliament, reiterating his position that Nipa-Kutubu should be prioritised for subdivision ahead of other electorates in Southern Highlands Province.
He has called on local presidents within Nipa-Kutubu to support the proposal, urging both provincial leaders and Governor Powi to back the motion so it can progress through the necessary provincial and parliamentary approval processes.
