AS part of digital transformation in Papua New Guinea’s education system, the Department of Education has launched the Integrated Information Communication Technology (ICT) Policy in Education 2025-2029 at the Port Moresby National School of Excellence on Thursday (30/07/26).
The policy is the department’s strategic framework for integrating Information and Communication Technology across the national education system.
The launch was officiated by Minister for Education Hon. Francis Kikin Siune, Secretary Dr. Uke Kombra, Teaching Service Commission Chairman Mr. Ugaia, the Ambassador of Japan to PNG His Excellency, Hisanobu Mochizuki, teachers, students and other distinguished guests.
Dr. Kombra said the policy is more than a technology strategy. It is a roadmap for transforming education in PNG.
“It is not about buying more computers. It is about ensuring that technology serves and improves education outcomes,” he said.
“The policy focuses on expanding ICT infrastructure, implementing digital learning, increasing equitable access to learning resources, and strengthening digital literacy among teachers and students, particularly in rural and remote areas,” Mr. Kombra said.
He added that the policy will set standards for infrastructure and provide guidelines on the type of ICT and devices schools should use, including wireless antennas and other equipment.
“It also covers governance and data protection. It will ensure that student data is protected. The policy also covers teacher capacity building,” he said.
Dr. Kombra said the launch follows a decision by the Prime Minister and NEC to embrace artificial intelligence and digital technology as a core component of growing the economy and improving public sector efficiency. NEC approved the Integrated ICT Policy in 2025.
Minister Siune acknowledged the efforts of the Secretary and his team. He said the policy defines how teaching and learning will take place through digital education management systems.
“We must change. We must transform our system to produce better assets for teaching and learning,” Mr. Siune said.
He urged that technology reach every teacher and school as it plays a vital role in teaching, learning, student assessment, communication and school administration.
“I want the education system to be exclusively digitized. I want schools and teachers on technology and learning platforms to have power. Students will have the ability to learn and grow. This will pave the way for prosperity and equality in the future,” he said.
The launch marks a milestone achievement for the education sector as PNG transitions from traditional modes of learning to digital learning.
